Skyguide

1.1.1 Company and challenges description
Elected by the Swiss Confederation, Skyguide manages and ensures security in one of the most complex and dense airspace of Europe. Its mandate includes civil and military services of airline traffic, the aeronautic telecommunication service, the aeronautic information service as well as the exploitation and maintenance of the airspace controlling systems.
1.1.2 Project Description
Cockpit Group has been supporting Skyguide in the continuous improvement of its performance management processes for 2 years.
Firstly, we defined and implemented a performance management monitoring process for the Human Resources department. The scope of the project was:
• the analysis and assessment of the existing reporting processes & tools
• the proposal of an updated solution:
o identification of the performance sectors
o selection & definition of the KPI’s based on the performance management best practices
o definition of the associated performance management process
• the implementation of this solution
Secondly, we structured the performance management content for the Technical department. The scope of the project was:
• the analysis and assessment of the existing reporting process
• the proposal of an updated solution:
o identification of the performance sectors
o selection & definition of the KPI’s based on the performance management best practices
Finally, we recently supported Skyguide to define an operational performance model enabling them to monitor performance at operational level and to feed the strategic performance model.
The scope of the project was:
• the analysis and assessment of all the existing reporting process across the organization
• the proposal of an updated model:
o development of the conceptual model (processes, roles & responsibilities of the different stakeholders)
o analysis and assessment of the potential supporting tools
o development of an implementation plan
a. Approach & interlocutors
During these three projects, we started with the gathering of existing materials. After an analysis of the existing reporting process (content, presentation, utilization & data collection), we proposed an improved performance management process based on the market best practices. To manage these three projects, we applied our typical approach: kick-off meeting, interviews of the key stakeholders, workshop sessions, progress meetings and validation meetings. During these assignments, we worked closely with directors (HR, Technical department,…) and managers (quality, business development,…).
b. Project deliverables
With respect to these three projects, we delivered:
• The performance management process of the Human Resources department supported by a tool publishing automated visuals KPI’s
• The structure and content of the performance management model of the Technical department
• The operational conceptual performance model at corporate level detailing the processes, the roles & responsibilities, the supporting tools and the implementation plan.
